A general practitioner (GP) clinic in Tampines has made history by securing the highest per-square-foot rental bid ever recorded for a medical facility of its size under Singapore's Housing Development Board (HDB). The staggering $52,188 monthly rent has ignited discussions about healthcare affordability in heartland neighborhoods.
HDB revealed to AsiaOne that the tender for the 560 sq ft clinic at Block 954C Tampines Street 96 attracted intense competition, with 13 bids submitted. The contract was ultimately awarded in March 2026 to Dr. Shaun Lum, co-owner of I-Health Medical Holdings.
"This rental figure dramatically exceeds the average $9,800 monthly rate for similar-sized HDB clinics tendered this year," an HDB spokesperson noted. "It represents an unprecedented benchmark in our records for GP and dental clinic rentals."
Minister Expresses Concern Over Healthcare Costs
The eye-watering rental amount caught the attention of Health Minister Ong Ye Kung, who publicly shared his dismay on social media. "At over $1,000 per square meter, such high operational costs could potentially translate into higher medical fees for residents," he cautioned.
Minister Ong emphasized that exorbitant rents might undermine MOH's ongoing efforts to maintain affordable primary healthcare services. "A GP's true value lies in building lasting patient relationships and providing quality care—not in winning bidding wars," he stated.
New Evaluation Model Prioritizes Care Quality
The Ministry is implementing reforms to shift focus from pure financial considerations. The newly introduced Price-Quality evaluation Model (PQM) weights quality of care at 70% versus just 30% for pricing factors.
"Through PQM, we can redirect competition toward innovative care models rather than rental rates," said Minister Ong while highlighting recent Bartley Beacon development tender which attracted 18 bidders using this new approach.
