In October, more than 950,000 HDB households in Singapore will benefit from quarterly rebates for utility and conservancy bills, providing financial relief for lower- and middle-income residents.
The Ministry of Finance confirmed that eligible households will receive U-Save rebates credited directly to their SP Services accounts, while service and conservancy charges (S&CC) rebates will be applied through the town councils. The exact amount depends on the flat type, ensuring targeted support for different household sizes.
For instance, residents in a four-room flat can expect $150 in U-Save and roughly half a month of S&CC rebate. Smaller flats, such as one- and two-room units, will receive $190 in U-Save and a full month of S&CC rebate. This quarterly support is part of Singapore’s GST Voucher scheme and Assurance Package, designed to help households manage utility and conservancy costs more effectively.
The rebates are distributed four times a year — in April, July, October, and January — helping households plan for recurring expenses. Over the course of the financial year from April 2026 to March 2026, eligible households can receive up to $760 in U-Save rebates. Additionally, S&CC rebates can total up to 3.5 months in the same period, providing meaningful assistance to offset ongoing household charges.
By targeting support according to flat type and household needs, the U-Save and S&CC rebate scheme continues to ease the cost of living for a large number of Singaporean families, reinforcing the government’s commitment to helping households manage essential expenses.
