Now, hopes are rising. India’s Finance Minister, Nirmala Sitharaman, has indicated that customs modernisation is her next major priority — a signal that long-awaited clarity for travellers may be on the horizon. Her remarks have sparked optimism among NRIs who want a simpler, more predictable process when travelling with personal jewellery.
Speaking at a leadership summit in New Delhi, Sitharaman said the government is planning a complete overhaul of customs procedures to make them easier to understand and far less intimidating. She described the reform as her “next big cleaning-up assignment,” following earlier transformations in income-tax administration and GST. Her message was clear: customs needs to work with transparency and consistency, not uncertainty and hesitation.
She also highlighted that India typically aligns its policies with global standards set by the World Customs Organisation. This suggests that future rules may become more streamlined, with greater use of technology such as full scanning and reduced officer discretion — one of the main concerns raised by travellers who feel uncomfortable during gold checks.
The potential impact extends beyond NRIs alone. India’s air traffic continues to grow, and UAE–India routes remain among the world’s busiest. Any move toward a smoother customs experience would significantly ease the movement of personal items for millions of passengers every year. Clearer guidelines, lower duty-related burdens, and less intrusive checks would be especially welcome during the wedding season, when families often travel with jewellery for gifting and ceremonies.
While no specific announcement has been made regarding adjustments to gold allowances, the direction of reform offers reassurance. Many expats believe current limits do not reflect modern lifestyles, rising incomes or cultural necessities. A review of these rules as part of wider customs reform could finally bridge that gap.
Sitharaman also noted that customs duties have been gradually reduced over the past two years, and items with rates still above “optimal” levels — a point closely watched by NRIs — may be evaluated again. The emphasis is on balancing traveller convenience with effective enforcement, ensuring the system supports honest passengers while staying resilient against misuse.
Her remarks come at a time when India’s economic indicators remain robust. The Reserve Bank of India has upgraded its GDP growth outlook, and inflation forecasts have eased. These conditions create a favourable environment for structural policy upgrades, including the customs revamp now being prioritised.
